To be clear - is this ONLY with the New Learning Theme? Everything else works fine?

If so, that theme is commercial and probably comes with support. Have you asked the vendor?

Versions are only up to 3.1, not 3.11

Unlikely. Something must have changed.

Are you definitely (check, don't just say yes) enrolled in one or more courses?

Open the javascript console (F12 and then the 'console' tab) and refresh the page. Any red errors?

Yes they will. Moodle will recalculate the completion on the next run of the scheduled task.
