There's one thing you can guarantee - new versions of *any* software never requre *fewer* resources.
You don't give us any clues about the resources available in your shared hosting but shared hosting is rarely adequate to run a production Moodle site.

I'm not familiar with figma (I just Googled it).
Moodle has a "look and feel" all of its own defined by the functionality it has. You can customise the look to a large extent using a custom theme but it's still going to look like Moodle. The chances are that if somebody has created a design without any knowledge of Moodle, you will have a VERY hard time implementing it.
