The access log would more than likely show a 503... which may provide a bit more information.

I would start by looking at your web server logs to get an idea where the redirect is happening. While this is quite a common problem, there is no single reason for it.

Might be an idea to jump over to the network tab and find the service call that results in this. You may find more information.

HDDs are cheap (now) because nobody uses then any more. The performance benefits of SSDs is usually huge. Obviously, that's going to be a massive generalisation but for most people it will do.

I would not underestimate the load that starting a quiz for 200 can impose on Moodle. While not being a *huge* number, it's significant. I would definitely recommend doing some sort of pilot and measuring what happens. No two Moodle sites are the same and it's VERY hard to give specific recommendations.
