Again.... is it 1000 users or 5000 users who *might* all log in at once? One requires 5 times the resources of the other. That's 5 times the cost. A significant difference.

Will several thousand users *really* log in at once or can they be discouraged? The number of questions is not significant but thousands of users all logging in a going to do the same quiz will be. These details matter. It's not easy.

This kind of question gets asked a *lot*, so it's worth looking back through similar threads in this forum.

It's almost impossible to answer as we have no idea what your Moodle site is being used for. There's a massive difference between (for example) static content and quizzes with large numbers of students starting at the same time.

As you already have a site, you are in the happy position of being able to measure the loads on your server now and make some sort of estimate.
