Within each stable 1.x release we try not to add any new features, only bug fixes. So the differences are neglible.
Between major releases (eg 1.5 to 1.6) there are lots of changes, best covered by the release notes as Tim pointed out.

Yes, I think so, but it might be a while. There's a bunch of server rationalisation I'm going through first (I'm closing down four servers and shuffling things about on newer ones).
If you are having trouble accessing CVS, your CVS password has probably expired on Sourceforge.
