(Note there is no new theme there yet, we're doing the "bones" first)

Possibly, if a 2.4 version of that is available (currently not).
We've been planning a re-design for this site (moodle.org) for some time (MDLSITE-1862) to make it more useful, more international and easier to navigate. Moodle.org is based on our own Moodle platform plus a custom theme and custom plugins and scripts for our special needs.
The pieces (and time) are finally starting to come together now so I hope we'll be able to launch the new-look site later this month.
Before that we'll have a test site with the new design so you can help with feedback before we go live. We'll post regularly here in this forum too.
This is actually a major focus for core development in Moodle 2.5 and 2.6.
We are going to be completely overhauling the logging system first, and then building new frameworks for reporting, analytics and competency tracking on top of that. I'll be posting here soon with some draft specs for everyone to discuss.
We used to only use English for these in 1.x.
We added translatability in 2.x but it was always supposed to be a low-priority thing for translators.
If this isn't obvious then is this just a question of making AMOS indicate this better?
