This needs a really thorough code review before the next weekly build, particularly for security issues. All variables should be explicitly cleaned before use, etc.
I'd appreciate as many people as possible looking at this.

Turns out to be a new regression in 1.9.x 
We're onto it, should be fixed in a few hours.
I've reverted the code on moodle.org and it should be emailing fine now.

There was a problem with a database table earlier but it seems to be resolved now.
