The difference is about 5 years of improvements from the Moodle community.

Really, if that's the best your host can offer in terms of PHP and MySQL I would change hosts.

Moodle 1.9.4 requires PHP 4.3.0 and MySQL 4.1.16 (both of which were released years ago).
