Can Moodle turn off grades completley so it can be more of a content management software for lessons and audio, etc. we want the functionality of Moodle without student grading necessary, any thoughts or how to's would be awesome,

Grading is central to Moodle''s functionality as a learning content management system, so there is no way to turn it off globally but you can choose not to display grades at the course settings level and many of the modules (such as the forums) have the option not to have grades.
Have you considered conventional content management systems such as Mambo/Joomla? I would be interested to know what it is about Moodle that beats these CMS, other than the grading.

This may be an atypical use of Moodle - but I too am not using grades on one site I manage. The site is still in process so the content/interactions are pretty slim.
Background: I belong to a group of teachers who were trained in Modeling Instruction on National Science Foundation and other grants. Workshops are held every summer in different states, training more teachers. We have created and refined curriculum materials to use with our students. Setting up a course with the materials is a convenient page for downloading the files. Teachers who use Moodle can download a backup of the curriculum materials course to install on their own site, minimizing the tedium of setting up a course. Restricting access to some of the materials is necessary, so accounts/roles are determined by a person's membership. (still looking for a less manual way of managing this!) In addition, workshop leaders are setting up Moodle courses on the site as a resource for the summer workshops. Eventually, the ListServ we currently use will move to our Moodle forums.
We're a committed group of constructivist teachers -- from middle school to high school to university. Some of us use Moodle with our classes, we decided to try it with ourselves. It's an experiment in progress. If/when the site becomes more content than course, a move to integrate Moodle with Joomla (or something else entirely) isn't out of the question.
In the mean time, I've manually turned off grades for each course/area.

I like to have a course but don't want it to be graded. Everytime I insert a quiz, I am always given an option to set the grading parameters for the question.
Is it possible to have all these options removed?
In short, no.
You can use the options to hide the marks and question value from students. You can give all answers 100%, so scores simply show the number of questions attempted. You can hide the quiz from the Gradebook. You can hide the Gradebook from students.
However, perhaps a Questionnaire might be more suited to your purpose than a Quiz.
