I've been trying to move a Moodle course from one server to another with no luck. I've tried two versions of the backup, one with "All" users and one with "course" users. I can see that the users are being backed up-- the back up reports no problems. but when I try to restore into another installation of Moodle, I get the following errors:
# Creating users
No users were found!
# Creating groups
Could not restore groups!
An error has occurred and the restore could not be completed!
Any ideas on how to successfully restore my course? Thank you.

I have the same problem, when I tried to restore a course dated April 2008 it worked OK. But any of the courses backed up in the last few days did not restore with the users.
I even created a new backup and tried to restore it but it restored OK, but during the restore it said : No users were found!
