I'm currently in the process of creating a placement test for our ESL department, and the test is being created in quiz. We have already completed the 'reading', 'writing', and 'listening' components of the test, but we are hard pressed to figure out how to create a 'speaking' test. What we would like to do is have students answer a specific question in a specific amount of time. They would need to record their response in a sound recorder (Audacity?), and then upload that as an MP3 file. Is this possible in the quiz module? Can we put a sound recorder in a quiz? If so, can a student record on it, save it to their computer perhaps, then upload it back on to the quiz? Perhaps this is asking a bit much.
If anyone out there has any advice I would greatly appreciate it.

You might find the assignment module meets your need better.
For Moodle 1.9, there is a File upload question type plugin in the modules and plugins database.
