Vyew now has webcam feature. It provides a room URL which can be added in Moodle as a resource. It is free to use upto 20 persons but is supported by advertisements. It has a unique pricing plan which removes advertisements as you choose to and pay accordingly. I guess they should be able to offer multiple URLs if that is a requirement for your organisation.
