Yes, 1.9 is available for download on the downloads page as Inaki pointed out. It has now been called beta for quite a while so I would urge you to make a test server, upload some backups of your courses and test out all of the features. You may discover some bugs that if you report them, will really help the development team. By the way, I wouldn't be surprised if this moodle.org site is now using 1.9.
I have found there is no real difference between a beta version and a non-beta release. Bugs continue to pop up for a long time as schools test it out with heavy user loads and varying requirements. The beta term is likely removed when the developer team notices a significant decrease in the quantity and severity of bugs.
Actually, if you look in the release notes, it is amazing how many little things are improved and fixed every day. Well done, mates!

I do want to mention that while it's been in "beta" for a while, it did regress to alpha-ish state for a while (mostly my fault), and now is hopefuly beta-ish again.

Is there an expected release date for 1.9? I've had several teachers ask for things that are included in 1.9, but not 1.8. I've tried several of the modules and patches, with limited success and am waiting for 1.9.

There are currently 113 tickets out on 1.9, it would be ideal to close all of these before releasing it.
If you wait for all tickets to be resolved then you may never go to 1.9 but definitely a shorter list would be nice - how about halving it?
