There are some scripts for creating large numbers of courses, but that is only the shells. If you are interested in that, look at some of these threads:

I did this, and it saved me a lot of time. I was only creating categories, so I used dummy courses as placeholders. You could, however, have instructors upload course archives and restore by deleting the shell course. Remember that all instructor accounts must exist prior to running the script.
