This topic brings up a question I have about libs.
There appear to be two approaches to libs.
Some libs live in the folder with the files they support for instance moodle/backup/lib.php
Others live in moodle/lib such as blocklib.php
Why would one decide to keep a 'lib.php' in the folder with relevant code vs. putting it in moodle/lib as `feature`lib.php?
