I've been following the discussions with great interest and I would like a peer review module (prm).
It is implemented in LearnLoop (http://www.learnloop.org/) and works something like this:
When a prm is created the teacher can set an end date for submissions of material to be reviewed. A start and an end date for the reviewers can also be set. The prm then at random picks two reviewers and these students are notified what they are supposed to review etc.
It supports the academic tradition of having your work reviewed and also the learning of constructive critique.
