I´m not sure if you can solve the problem to check the problem in your database. You can try it, but before SAVE the database, then go inside ex. phpmyadmin and search for the table of the rss_feeds. You can select and delete the tables of the rss feeds, after that you can first copy it to your server and second install it new. (Only when you have delete this from you server, if the rss feeds already exist on your server, you don´t need to copy it new)

You need a admin who have access to the server administration! When the action failed, you or your admin can play back the old database, be carefull!

Why don´t you switch to a new version of moodle at this time?
