Can clickable imagemaps be used on the course homepage?

Please forgive me if this is not the right forum.

Is it possible to use a clickable imagemap on the course homepage, so that users could navigate a topic-based course visually as an extra option to the outline listing? Are the links to the course sections sufficiently static and deterministic, or would major maintenance issues arise from creating a topic navigation imagemap? Creating the imagemap is not a big issue in itself, but it could become one if it required continual maintenance.

I have also done this by capturing an image with SnagIt, adding hotspots to the image, and saving as swf. Then (with multimedia filter configured for swf), linking to the swf file in a label. The only problem I had with this is that tooltips were lost when I converted to swf.
