if you are having trouble importing a Hot Potatoes exercise to the standard Moodle's standard Quiz module, please send the Hot Potatoes exercise to me (gordon at-sign kanazawa hyphen gu dot ac dot jp) or load it up on my server, (http://bateson.kanazawa-gu.ac.jp) and I will investigate.

You cannot use PHP to control how many times the player plays the sound file. That can only be done by modifying the media player. Probably you will have to find a Flash programmer to modify the standard Moodle player.
