From you post I presume you want some test modules you can download to test on you moodle installation to see how you can play around with scorm and what it can offer? If that is the case then the forums have some sample.
From your latest post I see that you want to build some course, then you can use exe-learning http://exelearning.org/ and then you can use reload editor - http://www.reload.ac.uk/scormplayer.html which will help you create a scorm compliant course. When you want to publish for moodle it is good to choose scorm 1.2 and not scorm 2004.
In moodle if you have a course already then you can select Turn editing on and then from the drop down select SCORM/AICC. This will open a new page where you can enter the name of the course and then you can click on browse and upload a zip file of your scorm content and then after upload you can click on the Choose link along side the file you uploaded. Then hit save. This should open the course you just created.

To test SCORM 2004, you can go to www.mossolo.com to download a free authoring tool that is SCORM 2004 conformant (ADL adopter).
You can edit almost all SCORM metadata and sequencing options.
