A well configured Moodle install can meet those requirements. Our current cluster meets and easily exceeds the requirements under the "sustained" column. More hardware and tuning would be required to achieve the "peak" load you picture.
This kind of performance tuning is what we enjoy being involved in. Is there interest at UoWM in working with third parties?
