Does anyone know if one can still open a course for free thru this site?

We would like to open a course using Moodle but are not sure we have the facilities to download the software.

Can one still open a course thru this site? If yes, then where?

Any other ideas about how to do so?

I don't know about Moodle, but take a look at our post at http://moodle.org/mod/forum/discuss.php?d=61384.  We would be more than happy to host your courseware so as it falls within our guidelines.  I took a quick look at your web site, and I think that your courseware would be a great fit for what we are trying to accomplish.
