In need of advice for a making a " top/header block"

In need some advice for making a " top/header block" . This block should apear after the header in the top of left,right and middle columns.
i will place in there a real moodle block with a menu (dynamicly created) but i want to be able to move it to the left or right columns , as well as centered with width equal to the main content , as i wish.

I will work on it but i really need advice from a more moodle experienced programmer.

is there a database trick i can do ?
should i place some code somewhere?
