Couple more things! YES, you need to know PHP if you wish to develop or modify extensively. I don't know that I made that clear. We are content to use mostly out of the box things, with some changes in config files. Moodle makes it pretty easy to install additional blocks. You don't usually need to change much of the code, and if you do, you can often email the author directly!

I also think you will want to have someone with database experience, because you will probably like to mine for more information since you will be ABLE to see what is in the database and export information for further analysis! That is quite helpful for assessment and system analysis.
