First question - how do I install a theme? Do I just unzip the theme file and then copy the resulting subdirectory to the Moodle Themes folder and then pick the theme from admin->themes?
Second question - are there any problems with clouds that I should be aware of?

Installing Moodle Themes - 1.8x, 1.7x
First extract the theme zip file to a folder. Then put this folder into your Moodle's 'theme' folder (if your using a internal web server for test just copy/paste, but if you have your hosting, use a FTP Client {FileZilla} to upload the folder). Next login to your Moodle site as admin. Locate the 'Site Administration' panel on the left. Locate and click 'Appearance' in this panel. Two more options will appear - 'Theme Settings' and "Theme Selector'. Click 'Theme Selector' and then locate the theme you want and click the 'Choose' button. Finally, in the next page giving the theme details, click the 'Continue' button.
Note: When you extract any theme zip file to a folder using WinZip the actual theme folder may be inside that folder! For instance when you extract blueseek18.zip to a folder a folder named blueseek18 is created. Inside this you would see another similarly named folder. This is the folder that contains the theme files, and has to be put into your Moodle's theme folder.

Is the new theme supposed to appear in the list of themes on the Theme Selector page? Perhaps I am missing a step somewhere?
I hope someone can help me soon as I am going crazy trying to work it out.
Then, make sure that there are no strange hidden files lurking in your theme folder. Specifically, I'm referring to something like _MACOSX or .DSSTORE - I've heard complaints that these files can sometimes cause what you're experiencing.
Also, make sure that your theme name is in all lower-case. I seem to remember an issue with this a while back.
If none of this works, check the permissions of the theme directory. Perhaps something went screwy there.
And, if, after all of this, it still doesn't work, reinstall the entire theme.
Thanks for your reply. I have re-checked all the points you have mentioned and all appear to be correct.
When the new theme I created did not work, I found a pre-made theme and unzipped/installed it (yes - the files are in the root of that folder, all lowercase file naming, no folder inside another folder, and no strange hidden files either). The new theme still doesn't appear in the Theme Selector either.
The theme permissions weren't correct originally - as I was not able to upload anything to the theme folder, but they have since been fixed and still no luck.
So... (just to make sure I'm not expecting something to happen that isn't possible) am I correct in understanding that the Theme Selector page should 'see' the folder containing my new theme (which has been FTPd to the Theme folder in Moodle) and place the name of that folder into the Theme Selector page automatically? ... or do I need to tweak a file somewhere to make it appear on the Theme Selector page so that I can select it? eg - the config file, or the index.php file???
