Please going to Administrator -> Configuration-> Language, Using Language Import Utility to import Chinese (zh_cn) language package.
You can also going to moodle.org/download area, download the zipped language package and extracted it into moodledata/lang directory.
After done these, back to Administrator -> Configuration -> Variables, you should see the new language in lang list.
