I posted this question in the Open Social forum and didn't get a response. Perhaps one of the developers here could help me out.
I have been working with Moodle for several years now. I have an opportunity to work on a project that will be delivering learning content (many small courses) to about 10,000 people.
They
want to track the progress of all of the people through the various
courses and be able to generate reports on the participant's progress. I know that
this could be built, but I thought that I had read about something like this previously.
I have searched but haven't found
anything. Is there an existing package that allows an admin level view
of users across multiple courses with tracking and reporting
capabilities?

Nothing existing but integration with external student management systems is on the roadmap.

not sure if this has the capabilities you require but the Gismo feature item in the latest edition of the moodlezine might be an interesting place to start looking.
It may at least provide a basis for what you require and the developers are possibly quite clued up on what to get from where for multiple copurse reports.

Sounds similiar to what I've suggested as a project at http://moodle.org/mod/forum/discuss.php?d=52690 where some of the SFSU students are looking for ideas. Maybe we could collaborate on what we need and get one of them to build it.
