Move all H5P setting into one place

Hi!

I was just made aware that there are two places where Moodle's own H5P integration in Moodle core allows to configure the general H5P integration behavior:

  1. Site administration -> General -> H5P -> H5P settings

  2. Site administration -> Plugins -> Activity Modules -> H5P

Is there a specific reason why these settings are not in one place? And technically, Moodle's H5P integration is not a plugin. At least to me (and one other person in the H5P community), this feels very confusing.
