User preference for depth (number of rows) in the editor

Hi community,

Some of my users (teachers) want the depth (number of rows) of the editor to be increased for activity descriptions (intro text) and potentially other areas of Moodle. I know you can adjust the size in the browser, but those changes do not persist.

I can see that for descriptions, it is hard-coded to 10 rows in course/moodleform_mod.php. I would rather this be a user preference, ideally in the "Editor preferences" area (see attached mockup).

As far as I can tell, I cannot avoid modifying core code. Does anyone have any suggestions or advice? I have a custom theme, if that is useful here.
