How to retrieve "department idnumber" and "position idnumber" programmatically

Hello, 

I'm currently working on an integration where we want to let leaders of departments assign and delete jobs of people they manage. However, I hit a road block as the API "tool_organisation_create_job" requires "department id" and "position id". Does anyone know of an API that lets you fetch these IDs? 

Another challenge we are facing is that we haven't used the field "ID number" when creating our org-structure. Does anyone know if this is something that has to be set automatically, or do they receive a default value when empty?

(Standard) Moodle doesn't have those things.
