This is correct - v3 ReCAPTCHA is a complete re-implementation rather than a replacement for v2, and is not backwards compatible. V3 isn't currently supported in LMS, but there are a couple of issues already in the backlog to add support (see
MDL-78751 and
MDL-63821).
