Postpone 'editing-time delay' when editing a forum/anouncement message

Hi All,

As a user (teacher or student) posting to a forum or by creating an announcement, I need that the system puts a pending message (with a 15 minutes delay) on hold, as soon as i click on EDIT, so that i can safely carry on editing it without worrying looking at the clock that the message will ship while I am editing it.

Reproduce the current behavior :

  1. create a post (press 'Add discussion topic')
  2. add some info and save it ('Post to forum')
  3. the message 'Your post was successfully added. You have 15 mins to edit it if you want to make any changes.' displays in green.
  4. grab yourself a coffee and chat with your colleagues (or reply to an annoying email) for 14 minutes
  5. remember that you did write a shameful typo or grammatical mistake in your post and open it again clicking the 'Edit' link, felling safe and happy that Moodle did not send it straight away.
  6. start correcting it (for more than a minute)
  7. Boom acknowledge, in your mailbox, that the previously saved post shipped as is (15 minutes passed) but you were not finished editing...

Expected behavior:

  1. repeat steps 1 to 6 above
  2. the post is still pending
    • press 'Post to forum' again a see the same 15 minutes message again.
    • alternatively click the 'Advanced' link and tick 'Send forum post notifications with no editing-time delay' because now you are confident.
  3. the post ships accordingly

I search for the same in the tracker and here, but did not find anything. But before creating a tracker issue, I'd like to check with the community if this makes sense and if it is not a duplicate.
