I cannot see what type of resource this is. It looks like a label (text and media area), but these don't have an outline like a book resource might have. Other resources have a description area (visible is settings), that you can opt to display (checkbox under description area).
Alternatively, you can use the Help Widget in your MoodleCloud Portal to contact the MoodleCloud team, so that we can better understand what the issue is.
