Thanks Michael. Some of our staff have been using blind marking as a way around this issue, but I'm slightly wary of recommending this approach at a wider institutional level given that it relies on what appears to be a bug.
Having done a bit more digging, I've just spotted this: https://tracker.moodle.org/browse/MDL-57006 - recently closed with a final comment that I think recognises some of those complexities that you mention. Unfortunately it sounds like we'll have to wait and hope that a wider review of feedback/grade release is on the agenda.
