As the Assignment activity doesn't have completion condition for 'All attempts completed', the only option I can come up with is:
Assignment 1st round -> Completion with passing grade
Assignment Resit -> Completion with passing grade, restrict access to only become available once 1st round is completed with a grade < passing grade
Label for notification of failure to pass 1st round and resit --> Restrict access to become available once Resit is completed with a grade < passing grade
This also separates your students' attempts into 1st rounds and resits and clarifies how these are distributed in your reports.
I'd only allow multiple attempts in an Assignment if it has been set up to be truly formative in nature (oriented to providing feedback on learner progress).
