No, not directly, and not with a straight out of the box Moodle.

You could have 1 "content" course, and 2 "access" courses, and use something like Sub-course to turn the content course into an activity in the "access" courses.

Otherwise you're looking at something closer to a repository model, where all your "course content" is held in a repository system, and then linked to 2 different Moodle courses.

This however potentially changes in the future as more "content" can be stored in the Moodle Content Bank, but (I think) at the moment that is mostly just H5P content.
