In Moodle 4.2.2, when I define an "Assignment" as "online text," the editor provides a hyperlink tool. So I am unsure why you cannot include a hyperlink.
I am not sure if you are asking if a URL-like entry can automatically be converted. This might happen if you enable some settings about auto links. I don't do this in my Moodle.
