That is an interesting observation, and you made me think a little. I use a "topics" format, so I wondered why the edit dropdown says "edit section" instead of "edit topic." But then I realized that Moodle also provides a "Week" format (and other formats). So I think the word "section" is being used somewhat generically, regardless of organizing by week or topic.
