I read the documentation for the API and found it to be pretty self-explanatory. I think it will take most people about 15 minutes to understand the basics and learn how to insert PDF files into a Moodle activity.
I've also checked out a sample book that includes a PDF file, and it looks pretty good. The PDF file is displayed inside the book and users can view it like any other content in the book.
