We have requested a change to the moodle grading formats in the tracker.

We would like to se a grading option that allows the grade to be the average of the last N attempts. We believe that this option will encourage more work on quizzes.
It was flagged as a good idea in the tracker but we don’t believe there has been any action taken to date.
We were wondering if this was something that we could pay a programmer to modify for us? If so, how would we describe this modification to a programmer in order to quote?
For example - what programming language would this be? How would we find a programmer on something like Fiverr?
This is a modification we very much would like to see.
Any advice would be greatly appreciated
I assume you have read about how the Moodle development process works. What have you found about that? You need to work with that process.

We apologize if we upset anyone. This was not our intention. Since Moodle is open source we thought we may assist in seeing if we could pay to have someone make the modification.

One part of the Moodle ecosystem is a collection of Moodle partner companines, who offer various Moodle-related services, including development of custom features. See https://moodle.com/solutions/certified-service-providers/. But, just paying money cannot guarantee that a particular features is added to the standard Moodle distribution. Features can only be added if they are generally useful and fit with what is already there without adding too much extra complexity to the UX. (I think your proposed feature could fit quite nicely.)
