The Recomplete plugin will send one notification to the student and currently the plugin removes the current grade and completion status. In the notification template you can add whatever text you desire using the available placeholders for student name, course or course link.
Sending additional reminders can be accomplished with a different plugin - Reengagement, which I do not use. I currently send manual reminders.

BTW - the recomplete plug-in is a different plugin than the Certificate plug-in. You may want to see if there are existing posts on the General Plugins forum page that might be helpful.
