I would need to evaluate Moodle for a startup in my region towards the following objectives:
1) Online Courses (restricted audience on the intranet only) including an evaluation for the attendees at the end of the course.
2) Interviews and Assessments for Candidates
Can both of these be accomplished with this tool?

Thank you for clarifying on the LMS front. Let me try clarify you regarding the second.
I am also looking to see if we can have an assessment alone for prospective candidates in the organization. May be if an assessment needs to be accompanied by a course we can have an introduction to the organization, compliance, aptitude, basics of technology, comprehension etc and then based on that we can have the assessment.

I have the feeling yours is an easy case for Moodle. It has all these and more.
But be prepared for it. Moodle does things the Moodle-way - not necessarily _your_ way. So very likely that you need to switch the terminology - that's why we don't really understand each other - and slightly alter the work-flow you have in mind. That is not an easy thing to explain in the air. Get a Moodle site for yourself and start "developing" - I mean the courses and content. You don't need to do any programming.
