Menurut saya,

Ada module PHP atau Module Apache yang masih belum lengkap di server cPanel bapak.

Silahkan di recompile module PHP dan apache di server cPanel bapak melalui WHM -> lihat di tabs Software -> klik menu EasyApache 4.

Kebutuhan module dasar untuk dapat menginstall Moodle bisa bapak lihat di https://docs.moodle.org/19/en/PHP_settings_by_Moodle_version
