I found the library in H5P in my Host. But i didn't see any file .h5p is this library.

You need to have an admin role on your Moodle site to install the h5p-math-display-1.0.7.h5p library.
I've done it and it works fine, see attached.

To start with, Moodle 3.8 is a fairly old version now. Current version is 3.11.
Starting with Moodle 3.9, Moodle features a core H5P activity (blue icon) and a content bank. I'm only using that core activity, so cannot help you with your older version. Sorry, maybe others will be able to help.
