In addition to Giovanni's suggestion, I'd recommend setting up an assignment as follows, as I gather this is a practical assessment (and not one where the participant is expected to submit work):
Add Assignment
Untick all submission types
Tick the Feedback comments option under Feedback types
Under Grade > Grading method, select Rubric
Save your settings to proceed to the rubric setup page and build your rubric
Save your work and test with a dummy student / participant user, to see what your participants would see upon receiving their assessment.
Also interesting: you may want to set a Passing grade and Activity completion, so as to be able to award a badge or certificate after completing the course. Participants tend to like this kind of awards.
