What happens when you visit that page with your browser console turned on? Are there any JS errors?

I am having the same problems dragging and dropping elements in custom certificate. I have tried this in both Chrome and Firefox and I cannot get the elements to stay where I drag them to - they just snap back to where I just dragged them from. Sorry, I don't know what a browser console is, or what JS errors are.
Were using: Moodle 3.9.9 (Build: 20210729)
