I would suggest you trying the following (to find the origin of the problem you're facing):
1. Login to the demo site (https://sandbox.moodledemo.net/) and try to reproduce the error (to discard the issue is due to some problem in your instance).
2. Download any of the samples in https://h5p.org/interactive-video and create an H5P activity in your Moodle site (to discard the problem is related to the H5P content you created).
