There is a version on github but I have not released it on the plugins DB as there are some features I want to add before I do that. The 3.10 one should still work in 3.11 if you have debugging turned off or you can grab the 3.11 version at https://github.com/mdjnelson/moodle-mod_customcert/commits/MOODLE_311_STABLE.
