Header menus not displaying

Header menus not displaying

I am trying to add header menus with no luck? I am just adding 2 menus for now with links to You Tube Videos but it fails upon save. I have tried multiple ways and combinations but still refuses to save. 

I am not sure if I am missing something or there is another setting somewhere that is not enabled? 
Adaptable theme version 
Moodle Version 3.10.2 
PHP 7.4.15

I did add links to Top menu 1 and Top menu 2 and didn't work so removed and tried. Worked with tool menu.
