Hello Darryl. I removed your email address to avoid you being spammed. I am going to move your post to the dedicated MoodleCloud forum but you know that you can also contact the MoodleCloud team directly from your portal (the orange tab on the right) when logged into your MoodleCloud site?
Is it something to do with the set up that we can help with here?

I have tried multiple times to find assistance through the portal. I haven't received any help. That is why I am here.

The problem is 2 fold I have added students, instructors, and administrators. When attempting to send the email out to the students they receive nothing. Plus on the home page, there is no listing of my course. I need to be able to see the course so I can send it to the students.

Hello Darryl. Where are you sending the email from when you send it to students? Also, assuming their emails are correct, have they checked in their spam folders?
Secondly, do you mean the course is not listed on your Dashboard? If you want a course to be listed on the Dashboard then you as teacher need to be enrolled in it. As for sending it to the students, you could enrol them in the course and then when they log in they will see the course on their Dashboard as soon as they log in. Have you gone through the Moodle Admin Basics course? I do recommend it for your type of query.

Hello Darryl Regarding the Moodle Admin Basics course, I would certainly recommend that you go through it thoroughly, digesting the material in the books and videos and doing the quizzes several times to get a high grade, as the course will definitely help, whether you want to get a badge/certificate or not.
In the meantime, can you give more information regarding the other questions in my previous post? I can point you in the direction of the relevant links in that course or explain a bit more.

Dear Darryl,

Depending on what type of notification you need to send in Moodle, you can learn all about how Moodle sends notifications for different activities in our documentation:

Managing a Moodle Course
As a course teacher, go to Course administration > Reports > Event monitoring rules, or as an admin go to Site administration > Reports > Event monitoring rules. You can learn more about it below:

Event Monitoring
If you are trying to send notifications on enrolment, please note that you are only able to do this on self enrolment method and you are unable to edit this email. You can however step up notifications of enrolment expirations. You can learn more about below:

Self enrolment: https://docs.moodle.org/en/Self_enrolment
Manual enrolment: https://docs.moodle.org/en/Manual_enrolment
Course enrolment: https://docs.moodle.org/en/Course_enrolment

Please note that notifications do not go out for at least 30 minutes in Moodle, but even after that, it does depend on when your cron runs for your site.

You can view the setting here: Site administration > Security > Site security settings > Maximum time to edit posts. Which reduces that 30 minute wait time, but ultimately it still depends on when cron runs for your site and if you have a MoodleCloud site, this is run by us here at Moodle HQ.

Does that help?

It looks as though you are doing manual enrolment (not self-enrolment) so they wouldn't automatically receive those emails.

Warm regards,
Kelly
